<P style="TEXT-INDENT: 2em">新华网上海10月31日电（记者吴宇、季明、李云路）“今天，50％以上的人已经居住在城市，我们的星球进入了城市时代。”31日在上海世博会闭幕之际诞生的《上海宣言》，汇聚了本届世博会的思想成果，表达着城市时代全球公众对和谐美好城市生活的共同愿景。</P>
<P style="TEXT-INDENT: 2em"><STRONG>“和谐城市”理念：平实文字蕴含宝贵价值</STRONG></P>
<P style="TEXT-INDENT: 2em">被视为上海世博会思想成果的《上海宣言》，全文不过1600多字，文字平实。但“和谐城市”理念的提出，蕴含着宝贵的价值。</P>
<P style="TEXT-INDENT: 2em">《上海宣言》开宗明义：“我们高度认同，必须重新审视城市化过程中人、城市与地球家园的关系。”“重新审视”这一略显严峻的词汇，意味着近一两个世纪以来的城市发展之路急需反思。正如《上海宣言》所指出的：“城市化和工业化在带给人类丰富现代文明成果的同时，也伴随着前所未有的挑战。人口膨胀、交通拥挤、环境污染、资源紧缺、城市贫困、文化冲突，正在成为全球性的问题。”</P>
<P style="TEXT-INDENT: 2em">人类在深刻自省之后必须明确新的发展方向，探索“和谐城市”之路。</P>
<P style="TEXT-INDENT: 2em">什么是“和谐城市”？《上海宣言》这样表述：“和谐城市，应该是建立在可持续发展基础之上的合理有序、自我更新、充满活力的城市生命体；和谐城市，应该是生态环境友好、经济集约高效、社会公平和睦的城市综合体。”《上海宣言》同时指出：“我们一致认为，通过创新来建设和谐城市，是城市可持续发展的解决之道。”</P>
<P style="TEXT-INDENT: 2em">作为第一次在发展中国家举办的综合类世博会，上海世博会也是第一次以“城市”为主题的世博会，将其放在人类与地球十字路口的背景下观察，可谓在挑战中应运而生，举办正逢其时。虽然人类未来发展道路漫长曲折，地球家园的变化还有诸多不确定性，但《上海宣言》明确提出“和谐城市”理念及其相关倡议，无疑增强了人们面对未来实现可持续发展的信心和勇气。</P>
<P style="TEXT-INDENT: 2em"><STRONG>中国立场世界眼光全球共识</STRONG></P>
<P style="TEXT-INDENT: 2em">改革开放30多年来，中国取得了举世瞩目的成就，为世界和平与进步作出了重要贡献。但随着城市数量与城市人口的迅速增长，中国逐渐成为全球建筑与开发的集中区域，与自然与环境的矛盾冲突日趋明显，不可避免地带来了一些负面的经济、社会和环境问题。10年前，中国政府申办上海世博会时，提出了“城市，让生活更美好”的主题，同时在城市发展中积极实践“和谐城市”理念，这不仅是中国自身发展的需求，也体现了国际社会共识和中国政府的担当，反映了人类与城市发展的现实需要。</P>
<P style="TEXT-INDENT: 2em">在中国立场、世界眼光中，《上海宣言》凝聚起广泛的国际共识，围绕“和谐城市”理念提出了七项倡议：一是创造面向未来的生态文明，二是追求包容协调的增长方式，三是坚持科技创新的发展道路，四是建设智能便捷的信息社会，五是培育开放共享的多元文化，六是构筑亲睦友善的宜居社区，七是促进均衡协调的城乡关系。</P>
<P style="TEXT-INDENT: 2em">“和谐城市”是《上海宣言》的中心思想，七项倡议可谓是对上海世博会各参展方优势和经验的集萃，也为当今“城市时代”热点、难点和焦点问题提出了解决之道，是对“和谐城市”理念的具体阐释。</P>
<P style="TEXT-INDENT: 2em">《上海宣言》是上海世博会组织者、众多参展方、国际展览局以及联合国等国际机构集体智慧的结晶，也是在全球高度形成的人类共识。正是由于各方对“和谐城市”理念的高度认同，才使《上海宣言》顺利问世。</P>
<P style="TEXT-INDENT: 2em"><STRONG>突出开放包容与创新</STRONG></P>
<P style="TEXT-INDENT: 2em">《上海宣言》洋溢着开放和包容的精神以及由此激发出的创新思维。例如，七项倡议中的第二条是“追求包容协调的增长方式”，相应的解释是：“城市应统筹经济和社会的均衡发展，注重公平与效率的良性互动，创造权利共享、机会均等和公平竞争的制度环境，努力缩小收入差距，使每个居民都能分享城市经济发展成果，充分实现个体成长。”</P>
<P style="TEXT-INDENT: 2em">这一条无疑体现了以人为本的精神，鼓励公民全面参与城市规划和管理，共享城市发展成果。注重社会公平与个体成长，体现了时代进步。</P>
<P style="TEXT-INDENT: 2em">《上海宣言》还不乏概念的突破与创新。例如，所提出的“城市生命体”概念，意味着城市不是建筑堆砌物，而是具有自我完善和调整机能，拥有以信息网络为基础的“活”的系统。这一赋予了城市生命力的新概念，让每一个人在回头看待自己生活的城市之时，多了一份亲和力与责任感。</P>
<P style="TEXT-INDENT: 2em">据了解，上海世博会组织者已开始对世博会“城市最佳实践区”的案例进行总结，并制定了相关推广和合作方案，从而将《上海宣言》的思想成果转变为实际行动，以期对全球的城市规划、管理乃至城市化进程产生实际的影响。</P></DIV></DIV>
