Anshan backs away from US deal

China’s Anshan Iron & Steel Group yesterday backed away from a planned investment in a US-based steel mill after the deal was heavily criticised by US lawmakers.
中国鞍钢集团(Anshan Iron & Steel Group)昨日放弃了投资一家美国钢厂的计划，此前该交易遭到美国国会议员的强烈批评。

The Chinese steel investment would have been the first of its kind in the US. The decision to postpone the investment comes as US security officials have forced at least two Chinese companies to abandon deals over the past year because they were seen as posing a threat to US national security. One transaction involved a Nevada mining company and the other a fibre optics maker.

The circumstances surrounding the Anshan case are different than the other thwarted investments because the company’s proposed 14 per cent stake in a $175m facility in Mississippi is not believed to have been formally vetted by US security officials.

But the company said it was nevertheless turned off the investment by political opposition on Capitol Hill, where lawmakers do not have a formal say in such deals but can exert enough pressure to make foreign investments untenable. Similarly, the debate over Dubai Ports’ proposed bid for some US port operations in 2006 forced the emirate to pull back from the transaction even though it was formally approved.

While lawmakers in the US are often keen on disparaging deals by Chinese companies because they are seen as constituting a threat to “economic security”, the Cfius panel does not have the authority to block a transaction on such grounds and, experts say, would probably not have conducted a national security investigation on the Anshan proposal.

Chen Ming, vice-chairman of Angang Steel, the listed subsidiary of Anshan, said in Hong Kong yesterday that Anshan was putting the investment “aside”, according to Reuters.

John Watkins, the head of the American Chamber of Commerce in China, wrote in a comment in the Wall Street Journal that opposition to the Anshan project represented a “major source of concern” to US businesses in China, because scuppering the deal could start a trend of antitrade measures across the Pacific.

The lawmakers’ efforts were strongly backed by the US steel industry, including Nucor, which has accused Beijing of heavily subsidising China’s steel industry. It is a claim Anshan has denied in the past.
