本次在北京召开的会议,将启动欧盟与中国之间的新一轮高层对话,其目的是从政治方面进一步稳固双方迅速发展的经贸关系。欧盟目前是中国最大的贸易伙伴。
中欧之间的定期会谈,在级别上将与中美间的“战略经济对话”(strategic economic dialogue)相当。后者是2006年底美国动议与中国建立的对话机制。
中国商务部长陈德铭在会议召开前为英国《金融时报》撰稿,他在文章中强调了欧盟市场的重要性——这不仅是对出口而言,对于试图在海外扩张的中国公司来说也是如此。
过去,中国商务部将重点主要放在保护出口商的利益方面,尽管在中国销往海外的商品当中,大约有一半是由外国公司生产,它们获取了大部分的利润。
陈德铭的讲话标志着,商务部的重点可能出现重大变化,即会考虑中国国内公司不断增长的海外利益,以及它们在海外投资的愿望。
The meeting in Beijing will usher in a new top-level dialogue between the EU and China in an effort to add political ballast to a rapidly growing trade and economic relationship. The EU is now China's biggest trading partner.
The regular meetings will match the status of the US-China “strategic economic dialogue” established at Washington's initiative with Beijing in late 2006.
Chen Deming, China's commerce minister, emphasised the importance of the EU market, in an article in the Financial Times ahead of the meeting – not just for exports, but also for Chinese companies trying to expand overseas.
The commerce ministry has in the past focused primarily on protecting the interests of exporters, even though about half of China's sales abroad are made by foreign companies, which capture most of the profits.
Mr Chen's remarks mark a potentially significant shift in emphasis, which takes account of the growing offshore interests of local Chinese companies and their desire to invest abroad. |
