中美政府工作报告国情咨文比较

评价  政府工作报告 和 国情咨文都是 一个国家 最重要的事情,也是领导人个人最重要

的事情, 在晚间举行即可以让全国人民都收看又可体现人民公仆晚间仍为人民工作的精神。


听众  中国  人大代表  绝大 多数 是 共产党员
     美国   民族党  共和党  还有一些 重要任务的家人  和  与咨文内容有关的普通人,并特别提及这些人。


影响  中国 全部鼓掌  美国 总统政党人员 鼓掌 更加积极。还有叫好声和 吹口哨的
镜头  
     中国  常委 主要领导人 及  大 视角
     美国   内容相关个人  及  大视角

评价  中国如将 法案的支持者和 收益者请 来 会有 很好的效果, 如谈到取消收容制度时,将镜头转向在死在广州 的大学生的父母, 今年提到师范生免费时 ,有一位媒体报道过的贫困失学大学生 该有多好, 因为任何政策影响到的都将是个人。

各位代表,现在我代表国务院向大会作政府工作报告,请予审议,并请全国政协各位委

员提出意见。

  2006年,是我国实施"十一五"规划并实现良好开局的一年,国民经济和社会发展取

得重大成就

  ——经济平稳快速增长。国内生产总值20.94万亿元,比上年增长10.7%;居民消费

价格总水平上涨1.5%。经济增长连续四年达到或略高于10%,没有出现明显通货膨胀。

——经济效益稳步提高。全国财政收入3.93万亿元,比上年增加7694亿元;规模以上工

业企业实现利润增长31%,增加4442亿元。 

  ——改革开放进一步深化。重点领域和关键环节改革取得新进展。进出口贸易总额

1.76万亿美元,比上年增长23.8%;实际利用外商直接投资695亿美元。 ——社会事业加

快发展。科技创新取得重大成果,教育事业继续发展,公共卫生体系建设得到加强,文

化、体育事业进一步繁荣。

  ——人民生活有较大改善。城镇新增就业1184万人。城镇居民人均可支配收入11759

元,农村居民人均纯收入3587元,扣除价格因素,分别比上年实际增长10.4%和7.4%。这

些成就,标志着我国综合国力进一步增强,我们朝着全面建设小康社会目标又迈出坚实

的一步。 

  总结我们的实践经验,归结起来就是,只有解放思想、实事求是,与时俱进、开拓

创新,坚定不移地走中国特色社会主义道路,坚持改革开放,坚持科学发展、和谐发展

、和平发展,才能最终实现现代化的宏伟目标。

Mr. Speaker, Mr. Vice President, Members of Congress, honored guests, my fellow Americans:
We are fortunate to be alive at this moment in history. Never before has our Nation enjoyed, at once,

so much prosperity and social progress with so little internal crisis and so few external threats. Never

before have we had such a blessed opportunity and, therefore, such a profound obligation to build the

more perfect Union of our Founders' dreams.
We begin the new century with over 20 million new jobs; the fastest economic growth in more than 30

years; the lowest unemployment rates in 30 years; the lowest poverty rates in 20 years; the lowest

African- American and Hispanic unemployment rates on record; the first back-to- back surpluses in 42

years; and next month, America will achieve the longest period of economic growth in our entire

history. We have built a new economy.
And our economic revolution has been matched by a revival of the American spirit: crime down by 20

percent, to its lowest level in 25 years; teen births down 7 years in a row; adoptions up by 30 percent;

welfare rolls cut in half to their lowest levels in 30 years.
My fellow Americans, the state of our Union is the strongest it has ever been.
As always, the real credit belongs to the American people. My gratitude also goes to those of you in

this Chamber who have worked with us to put progress over partisanship.

温Jiabao:过去一年主要做了七个方面的工作

  一、加强和改善宏观调控。
二、加大“三农”工作力度
三、加快经济结构调整
四、积极推进改革开放。
 五、大力发展社会事业。
 六、努力做好就业和社会保障工作
 七、继续加强民主法制建设。

 温Jiabao:我国经济社会发展中仍然存在不少矛盾和问题,政府工作还有一些缺点和不足

 

  一是经济结构矛盾突出。
 二是经济增长方式粗放。
 三是一些涉及群众利益的突出问题解决得不够好
  四是政府自身建设存在一些问题
温Jiabao:实现今年经济社会发展的目标和任务,必须把握好五个政策原则 

  一是稳定、完善和落实政策。
二是加强和改善宏观调控。

  三是大力提高经济增长质量和效益。
  四是更加重视社会发展和改善民生。
  五是以改革开放为动力推进各项工作。

With the smallest Federal work force in 40 years, we turned record deficits into record surpluses and

doubled our investment in education. We cut crime with 100,000 community police and the Brady law,

which has kept guns out of the hands of half a million criminals.


We ended welfare as we knew it, requiring work while protecting health care and nutrition for children

and investing more in child care, transportation, and housing to help their parents go to work. We've

helped parents to succeed at home and at work with family leave, which 20 million Americans have

now used to care for a newborn child or a sick loved one. We've engaged 150,000 young Americans

in citizen service through AmeriCorps, while helping them earn money for college.
In 1992 we just had a roadmap. Today,

Because we refused to stray from that path, we are doing something that would have seemed

unimaginable 7 years ago. We are actually paying down the national debt. Now, if we stay on this path,

we can pay down the debt entirely in just 13 years now and make America debt-free for the first time

since Andrew Jackson was President in 1835.

We know charter schools provide real public school choice. When I became President, there was just

one independent public charter school in all America. Today, thanks to you, there are 1,700. I ask you

now to help us meet our goal of 3,000 charter schools by next year.

各位代表!我们国家正站在新的历史起点上,朝着全面建设小康社会的目标阔步前进。

我们要更加紧密地团结在以胡Jintao同志为总书记的党中央周围,高举邓小平理论和“三

个代表”重要思想伟大旗帜,凝聚13亿人民的智慧和力量,坚定信心,奋发图强,努力

把“十一五”规划的宏伟蓝图变为美好现实,谱写社会主义现代化事业的新篇章。任何艰

难险阻都挡不住我们前进的步伐。我们的目标一定要达到!我们的目标一定能够达到!
My fellow Americans, every time I prepare for the State of the Union, I approach it with hope and

expectation and excitement for our Nation. But tonight is very special, because we stand on the

mountain top of a new millennium. Behind us we can look back and see the great expanse of American

achievement, and before us we can see even greater, grander frontiers of possibility. We should, all of

us, be filled with gratitude and humility for our present progress and prosperity. We should be filled

with awe and joy at what lies over the horizon. And we should be filled with absolute determination to

make the most of it.
You know, when the Framers finished crafting our Constitution in Philadelphia, Benjamin Franklin

stood in Independence Hall, and he reflected on the carving of the Sun that was on the back of a chair

he saw. The Sun was low on the horizon. So he said this--he said, "I've often wondered whether that

Sun was rising or setting. Today," Franklin said, "I have the happiness to know it's a rising Sun."

Today, because each succeeding generation of Americans has kept the fire of freedom burning

brightly, lighting those frontiers of possibility, we all still bask in the glow and the warmth of Mr.

Franklin's rising sun.
After 224 years, the American revolution continues. We remain a new nation. And as long as our

dreams outweigh our memories, America will be forever young. That is our destiny. And this is our

moment.
