赖斯前往亚洲，强调中国的关键地位，同时警告朝鲜不要指望将问题双边化

赖斯此行是为了监督各国是否很好地执行对北朝鲜的制裁。在路上，赖斯表达了对中国的信任。

"I'm quite certain that China is going to live up to its responsibilities."

Countries such as China and South Korea "that have real leverage will now put enormous pressure on North Korea to come back to" the talks, she said.
“像中国与南朝鲜这样真正起到杠杆作用的国家，才能给与北朝鲜巨大的压力，使其重返六方会谈。”

赖斯还表达了美国对于制裁的看法。

She said an embargo against North Korea "is a very important tool that the international community can use. But we'll want to use it in a way that does not enhance the possibility for open conflict."
“针对北朝鲜的贸易禁运是国际社会所能使用的非常重要的工具。不过我们希望，使用这一工具的时候，不会增加引起冲突的可能性。”

同时，赖斯也明确提及，朝鲜核问题，不是北朝鲜与美国的双边问题。

"The North Koreans say a lot of things. The most important thing is that they're again trying to make this an issue between the United States and North Korea. Quite clearly, it's not."
“北朝鲜说了很多，但其中最重要的，不过是说明他们（北朝鲜）再一次尝试将这一问题双边化。很明显，这绝对不是一件北朝鲜与美国的双边问题！”
"It is so important not to allow this to become a bilateral negotiation, because the North would like nothing better than to simply deal with the United States so that we are the ones that isolate it."

“非常重要的是，不能允许将这一问题变成双边谈判，因为对于北朝鲜来说，没有什么事情比简单地与美国打交道更好了。也因此，我们国际社会就是要去孤立北朝鲜！”
