国家商务部对外贸易司12日发布《稳定外需是当前保增长的重要工作》的述评文章指出，稳外需对当前保增长意义重大，但外需持续不振的影响不容忽视，外需下滑将在当前和今后一段时间影响到国民经济的各个领域。

<P><STRONG><FONT
color=#000080>    一、稳外需对当前保增长意义重大</font></STRONG>
<P>    一是拉动经济增长。按国民经济支出法核算，2007年，消费、投资和净出口分别拉动GDP增长4.7、4.6和2.6个百分点。2008年，投资、消费和净出口分别拉动GDP增长4.2、4.0和0.8个百分点。外需下滑是2008年GDP增速下滑的主要原因。二是增强抗风险能力。2008年，我国进出口关税和进口环节税合计9161亿元人民币，占全国税收收入的15.4%，货物贸易结售汇差额是外汇储备的重要来源，增强了国家经济实力和应对国际金融危机的能力。三是稳定就业。目前，外贸直接带动就业8000多万，其中60%以上属于农村转移劳动力。加工贸易是不出国门的劳务输出，就业人口达3500万。四是促进产业发展。我国部分产业高度依赖国际市场。2007年，鞋类、旅行用品和箱包、陶瓷制品、家具、玩具出口分别占产值的70%、80%、80%、40%和40%。稳定外需是出口企业生存、发展的基础。

<P><STRONG><FONT
color=#000080>    二、外需持续不振的影响不容忽视</font></STRONG>
<P>    外需下滑直接影响出口，并将逐步传导到国民经济各个领域。2008年4季度出口增速比上季度回落18.8个百分点，降至4.3%，2009年1季度出口增速比上季度回落24个百分点，同比下降19.7%。研究表明，出口下降将在相当长一段时间内影响国内消费和投资。对1978-2006年间的出口数据回归分析表明，出口每增长1%，将带动消费增长0.68%，国内资本形成增长0.74%。同样，出口每下降1%，也会使消费下降0.68%，国内资本形成下降0.74%，这一作用有2年左右的周期。因此，外需下滑将在当前和今后一段时间影响到国民经济的各个领域。

<P>    为应对外需下滑影响，去年以来国家采取有效措施，积极扩大内需，消费和投资均实现了较快增长。但是，投资终将形成产能，如果今后一段时期外需和消费不能协调增长，有可能加剧经济失衡。外需长期不振，将从下游影响到中上游，从生产影响到投资。外向型企业经营困难，将造成部分农民工失业和新增就业人口就业困难，进而对消费产生不利影响。

<P>    <STRONG><FONT
color=#000080>三、稳定外需形势严峻，需要付出艰苦努力</font></STRONG>
<P>    当前外贸形势复杂严峻。一是外部需求萎缩，国际贸易下降。国际货币基金组织最新预测，2009年世界经济将收缩1.3%，为二战以来世界经济首次衰退。WTO最新预测，2009年全球贸易额将下降9%，为二战以来最大跌幅。二是贸易融资条件恶化，贸易风险上升。目前，全球贸易融资缺口高达1000-3000亿美元，许多国家的进出口商因为资金紧张而被迫压缩业务或者破产，严重影响了国际贸易的正常运转。与此同时，我出口企业贸易风险大幅上升。三是贸易保护主义抬头，开拓市场难度增大。金融危机导致全球经济衰退,一些国家和地区纷纷采取提高进口关税，禁止或限制进口等贸易保护措施，贸易摩擦进入高发期。四是各国货币竞相贬值，削弱我出口价格竞争力。2009年1季度，韩国、印尼、马来西亚、墨西哥货币对美元分别贬值9.6%、5.4%、5.3%和2.7%，而人民币兑美元汇率基本稳定，实际有效汇率升值2.58%，削弱了我出口商品国际市场价格竞争力。

<P>    虽然当前我国经济运行出现了一些积极变化，但先行指标显示下一步我出口形势依然不容乐观。目前大部分出口企业在手订单减少，境外采购商多将长单改为短单、大单改为小单，第105届广交会出口成交比第104届下降16.9%。2009年1季度，加工贸易进口下降35.7%，全国合同外资金额下降37.2%，实际使用外资金额下降20.6%，显示今后一段时间加工贸易和外资企业出口增长乏力、后劲不足。

<P>    党中央和国务院领导高度关注稳定外需。随着保持外贸稳定增长各项政策措施逐步落实到位，外贸企业在退税、融资、贸易便利化等方面的环境有了明显改善。下一步，我们要按照中央有关精神，把困难和风险看的重一些，把应对危机的时间估计的长一些，把政策措施准备的充分一些，扎实工作，毫不松懈，千方百计稳定外贸进出口，充分运用国际通行的财税政策支持出口，改善对进出口的金融服务，稳定推进加工贸易转型升级，抓紧完善鼓励服务贸易的政策措施努力扩大进口，提高贸易便利化水平，积极应对贸易摩擦，营造良好的国际环境。
