回顾其以往各项相关决议,包括第825(1993)号决议、第1540(2004)号决议、尤其是第1695(2006)号决议,以及2006年10月6日的主席声明(S/PRST/2006/41),
重申核、生物和化学武器及其运载工具的扩散对国际和平与安全构成威胁,
严重关切朝鲜民主主义人民共和国声称已于2006年10月9日进行一次核武器试验,这一试验对《不扩散核武器条约》和旨在加强防止核武器扩散全球机制的国际努力构成的挑战,以及对该区域内外的和平与稳定造成的危险,
表示坚信应该维护防止核武器扩散的国际机制,并回顾,根据《不扩散核武器条约》,朝鲜不能具有核武器国家的地位,
痛惜朝鲜宣布退出《不扩散核武器条约》并谋求发展核武器,
认可中国、朝鲜、日本、大韩民国、俄罗斯联邦和美国于2005年9月19日发表的《共同声明》,
强调朝鲜回应国际社会的其他安全和人道主义关切的重要性,
表示深为关切朝鲜声称进行的试验已加剧该区域内外的紧张局势,认定因此存在对国际和平与安全的明显威胁,
根据《联合国宪章》第七章采取行动,并根据第四十一条采取措施:
1.谴责朝鲜声称于2006年10月9日进行的核试验,公然无视安理会各项相关决议,尤其是第1695(2006)号决议和2006年10月6日的主席声明(S/PRST/2006/41),其中包括这一试验将招致国际社会的普遍谴责并将明显威胁国际和平与安全;
2.要求朝鲜不再进行任何核试验或发射弹道导弹;
3.要求朝鲜立即收回其退出《不扩散核武器条约》的宣告;
4.还要求朝鲜重返《不扩散核武器条约》和国际原子能机构(原子能机构)的保障监督,并强调《不扩散核武器条约》所有缔约国都需要继续履行其条约义务;
5.决定朝鲜应暂停所有与弹道导弹计划相关的活动,并就此重新做出其原先关于暂停发射导弹的承诺;
6.决定朝鲜应以完全、可核查和不可逆的方式放弃所有核武器和现有核计划,严格按照《不扩散核武器条约》对缔约方适用的义务和国际原子能机构(原子能机构)保障监督协定的条款和条件(IAEA INFCIRC/403)行事,并向原子能机构提供超出这些规定范围的透明措施,包括让原子能机构接触它要求和认为需要接触的人员、文件、设备和设施;
7.又决定朝鲜应以完全、可核查和不可逆的方式放弃现有的其他所有大规模杀伤性武器和弹道导弹计划;
8.决定:
(a) 所有会员国应防止经由本国领土或本国国民,或使用悬挂本国国旗的船只或飞机,直接或间接向朝鲜提供、销售或转让下列物项,不论它们是否源于本国领土:
㈠《联合国常规武器登记册》所界定的任何作战坦克、装甲战斗车、大口径火炮系统、作战飞机、攻击直升机、军舰、导弹或导弹系统,或包括零部件在内的相关材料;
㈡安全理事会认定的可能有助于朝鲜的核相关、弹道导弹相关或其他大规模杀伤性武器相关计划的其他物项、材料、设备、货物和技术;
㈢奢侈品;
(b) 所有会员国都应根据其各自法律程序,立即冻结本决议通过之日或其后任何时间,在本国领土内的,由安全理事会指认参与或包括用其他非法手段支持朝鲜核相关、其它大规模杀伤性武器相关和弹道导弹相关计划的人或实体,或代表其行事或按其指示行事的人或实体,直接或间接拥有或控制的资金、其他金融资产和经济资源,并确保本国国民或本国领土内的任何人或实体不向此类人员或实体提供或为其利益而提供任何资金、金融资产或经济资源;
(c) 所有会员国都应采取必要措施,防止安全理事会指认的对朝鲜的核相关、弹道导弹相关和其他大规模杀伤性武器相关计划的政策负责,包括支持或推动这些政策的人及其家属,入境或过境,但本段的规定绝不强迫一国拒绝本国国民入境;
(d) 为确保本段的要求得到遵守进而防止非法贩运核、生物或化学武器及其运载工具和相关材料,呼吁所有会员国根据本国当局和立法的规定并遵循国际法采取合作行动,包括需要时对进出朝鲜的货物进行检查;
9.决定上文第8段(c)项规定的措施不适用于以下情况:委员会逐案认定,出于人道主义需要,包括为履行宗教义务之目的,此类旅行是合理的,或委员会认为给予豁免将推进本决议的目标;
10.呼吁请求所有会员国自本决议通过之日起三十天内向安全理事会报告为有效执行上文第8段规定而采取的步骤;
11.决定根据其暂行议事规则第二十八条,成立一个由安理会全体成员组成的安全理事会委员会,以开展下列工作:
(a) 颁布必要的准则,以协助执行本决议规定的措施,;
(b) 至少每90天向安全理事会报告工作,并提出意见和建议,特别是关于如何加强上文第8段规定措施的效力;
12.欢迎和进一步鼓励所有有关国家做出努力,加紧外交努力,推动早日恢复六方会谈,以期迅速落实中国、朝鲜、日本、大韩民国、俄罗斯联邦和美国于2005年9月19日发表的《共同声明》,实现可核查的朝鲜半岛无核化,维护朝鲜半岛及东北亚的和平与稳定;
13. 呼吁请求朝鲜立即无条件地重返六方会谈,努力迅速落实中国、朝鲜、日本、大韩民国、俄罗斯联邦和美国于2005年9月19日发表的《共同声明》;
14.申明安理会将不断审议朝鲜的行动,并准备审议上文第8段所列措施是否适当,包括届时视朝鲜遵守本决议各项规定的情况,根据需要,加强、修改、中止或解除这些措施;
15.强调,如果有必要采取补充措施,则须进一步做出决定;
16.决定继续积极处理此案。

The General Assembly,
Having considered the report of the Committee on Relations with the Host Country,
Recalling article 105 of the Charter of the United Nations, the Convention on the privileges and immunities of the United Nations, the agreement between the United Nations and the United States of America regarding the headquarters of the United Nations and the responsibility of the host country,
Recalling also that, in accordance with paragraph 7 of General Assembly resolution 2819 (XXVI) of 15 December 1971, the Committee should consider, and advise the host country on, issues arising in connection with the implementation of the Agreement between the United Nations and the United States of America regarding the headquarters of the United Nations,
Recognizing that effective measures should continue to be taken by the competent authorities of the host country, in particular to prevent any acts violating the security of missions and the safety of their personnel,
1. Endorses the recommendations and conclusions of the Committee on Relations with the Host Country contained in paragraph 86 of its report;
2. Considers that the maintenance of appropriate conditions for the normal work of the delegations and the missions accredited to the United Nations and the observance of their privileges and immunities, which is and issue of great importance, are in the interest of the United Nations and all Member States, and requests the host country to continue to solve, trough negotiations, problems that might arise and to take all measures necessary to prevent any interference with the functioning of missions; and urges the host country to continue to take appropriate action, such as training of police, security, customs and border control officers, with a view to maintaining respect for diplomatic privileges and immunities and if violations occur to ensure that such cases are properly investigated and remedied, in accordance with applicable law;
3. Notes the problems experienced by some permanent missions in connection with the implementation of the Parking Programme for Diplomatic Vehicles and shall remain seized of the matter, with a view to continuing to maintain the proper implementation of the Parking Programme in a manner that is fair, non-discriminatory, effective and therefore consistent with international law, and also notes the decision of the Committee to conduct another review of the implementation of the Programme during the sixty-first session of the General Assembly and, subject to its outcome,will proceed accordingly;
4. Requests the host country to consider removing the remaining travel restrictions, notes that during the reporting period some travel restrictions previously imposed by the host country on staff of certain missions and staff members of the Secretariat of certain nationalities were removed, and, in this regard, notes the positions of affected States as reflected in the report of the Committee, of the Secretary General and of the host country;
5. Notes that a number of delegations have requested shortening the time frame applied by the host country for issuance of entry visas to representatives of Member States, since this time frame poses difficulties for the full-fledged participation of Member States in United Nations meetings;
6. Expresses its appreciation for the efforts made by the host country, and hopes that the issues raised at the meetings of the Committee will continue to be resolved in a spirit of cooperation and in accordance with international law;
7. Affirms the importance of the Committee in being in a position to fulfill its mandate and meet on a short notice to deal with urgent and important matters concerning the relations between the United Nations and the host country, and in that connection requests the Secretariat and the Committee on Conferences to accord priority to requests of the Committee on the Relations with the Host Country for conference-servicing facilities for meetings of that Committee that must be held while the General Assembly and its main committees are meeting, without prejudice to the requirement of those bodies and on an "as available" basis;
8. Requests the Secretary General to remain actively engaged in all aspects of the relations of the United Nations with the host country.
◆危机文件
要明白什么是危机文件,先要知道什么是危机(crisis)。举个例子,比如你正在安理会开会,议题是朝鲜核问题。在你们正讨论地热闹的时候,突然冲进来一个工作人员,手里拿着一叠文件,大声喊:“不好啦,平壤的一个核武器工厂爆炸啦!!”这就是危机,其实就是和议题相关的突发事件,用来锻炼各位代表的应变能力,因为大多数议题是事先准备好的。上文这个工作人员大喊大叫之后,一般一定要来一个motion,用一段时间先讨论一下这个危机。然后总得有个怎么解决的方法吧?对,这个解决方法就是“危机文件”。危及文件有很多名字,有的叫Draft Directive,有的叫Emergency Resolution,总之都是表示“应对突发事件的文件”的意思,不同学校的会议名字不一样。所以任何委员会都可以有危机,安理会一定有危机。这个危及文件的写法和决议草案的行动性条款一样。它不需要序言性条款,只要说明白你们委员会对于这个危机要怎么做就行了。这个文件要至少总共3 个起草国和附议过才能提交主席团。要通过的话:
(1)如果在安理会,需要五大常任理事国不反对和至少10 国赞成。在投票之前一样可以提修正案。和决议草案一样。
(2)如果不在安理会的话,去掉上面那个“五大常任理事国不反对”即可。

The OPCW,
1. Requests the governments of India and Pakistan to fully cooperate with the OPCW in the following:
a. Find our the modus operandi of the terrorist groups; such as JeM in acquiring chemical materials;
b. Allowing full-fledged inspections of the region of Kashmir, where chemical materials are suspected to have been tested.
2. Urges cooperation among security and intelligence related bodies to prevent terrorist attacks that involve chemical agents.
