据新华社电美国国会众议院18日全票通过一项法案，为19世纪末、20世纪初的排华法案等歧视华人的法律表示歉意。提出法案的华裔众议员赵美心说，对美籍华人而言，这是“历史性”的一天。

这一道歉法案当天在美国众议院以口头表决形式通过。赵美心在投票后对记者说，随着道歉法案在众院通过，国会参众两院都已就排华法案等歧视华人的“丑陋法律”正式道歉。去年10月6日，美国会参议院也以全票通过为排华法案道歉的法案。

The US House of Representatives on Monday unanimously expressed regret for the passage of discriminatory laws against Chinese immigrants to the United States, particularly the Chinese Exclusion Act of 1882.

Chinese Foreign Ministry spokesman Hong Lei said on Tuesday that China appreciates the apology, adding that the contributions by Chinese-Americans to US history deserve positive and due evaluation.

周一，美国众议院全票通过一项法案，为歧视华人移民的法律，特别是1882年的通过《排华法案》，表示歉意。

中国外交部发言人洪磊对正式道歉的举措表示肯定，并称华人的历史功绩应该得到公正的评价和应有的尊重。

文中的“Chinese Exclusion Act”就是“排华法案”的意思。《排华法案》是美国于1882年5月6日签署的一项法案。它是根据1880年对《柏林盖姆条约》(Burlingame Treaty)的修订而制定的。美国参议院（United States Senate）2011年10月6日晚以全票通过一项法案，为19世纪末、20世纪初的排华法案等歧视华人法律表达歉意。“exclusion”是指“排除，排斥，逐出”，如：her exclusion from the list of Oscar nominees 她被排除在奥斯卡提名名单外。文中的“discriminatory”是指“歧视性的”，它的名词形式是“discrimination”。
