[Abstract]This paper argues that social organization management system in China, corresponding to the booming of social organizations, has been experiencing a significant institutional innovation since the Reform and Opening Up. Behind this historical process and characterized by mandatory institutional change, there are three different strategic ideas: development-oriented strategy,control-oriented strategy, and regulation-oriented strategy. Three kinds of power, generated from these three strategies, interact and contest with each other, driving the whole evolution of social organization management system. Along with the construction of a nation of laws and the practice of social governance innovation, the three powers are coalesced, and jointly promoting social organization management system towards a way in which social organization could better play its role and the society could be more harmonious.
