“Urban Illness”, Polarization between the Rich and the Poor and the Limitation of Centralization System
——Political Meaning on the Resource Distribution Pattern

Abstract: During China’s current modernization process, development syndromes like “urban illness”, polarization between the rich and the poor, gap between the urban and rural areas and gap between regions arise. All these have a close link to the distribution imbalance on resource, interest and price caused by the excessive centralization of power. Issues, including the power-dominant resource allocation system, social development pattern with hierarchy of power, imbalance between power and rights, inequality of rights as well as the internal limitation of the market economy, aggravate China’s social development imbalance. In a bid to resolve the problem of development syndromes, it is necessary to set up a horizontal power restriction mechanism, to promote the construction of participative local government and to cultivate a civil society and improve it.
