Interest Group game and the Failure of Reform of Property Rights of Public Hospitals

Abstract: Reform means not only the abandon of the obsolete planned economic system but also weighty adjustments in the structure of interests of social classes. It goes without saying that influential interest groups have been formed nowadays in the Medicare sector. Such groups have largely controlled and squeezed their play in all the reorganization schemes concerning property rights. This article analyzed the new and existing interest groups in China’s Medicare sector and their influences on routing and performances of the reform by means of the theories and methods of interest groups. Results have showed that the drawbacks of the existing reform schemes lie in the lack of equity and fairness. It is pointed out that the neutral role and more social responsibilities of the government should be strengthened and a system where all interest groups are equally allowed to participate established for to create an all win situation for the common interests and consensus of various groups.
