年初实施的“政府机构重组”就是government reshuffle。
Restructure强调的是结构的改变、重组，
而reshuffle则强调人员、岗位的调整。
acquisition plan是“收购、并购计划”，在很多报道中都见过了，
wholly-owned subsidiary就是“全资子企业”。
