但是,从理论上“去国家化”的浪潮并没有持续多久。20 世纪70 年代末80 年代初,在国际关系和比较政治中都出现了国家理论的复兴。在国际关系研究中,一度强调非国家行为体的新自由主义者转而接受了现实主义将国家看作主要行为体的假设,从而逐渐与新现实主义走向趋同。[3] 与此大致同时,一些从事比较政治研究的学者重新审视了国家这一传统主题,提出了“将国家带回来”(bringing the state back in)的研究议程,国家主义(statism)范式由此兴起。
但问题并不是这么简单。林达·维斯(Linda Weiss)在《全球经济中的国家:将国内制度带回来》中曾指出,尽管全球资本流动和国际制度的确对国家产生了结构性的压力,经济相互依赖对国家的影响还有另外一个侧面,即全球化的激活面相(enabling face ofglobalization)。[16] 面对全球化的挑战,国家会主动采取行动以强化创新和社会保护的国内体系。笔者认为,作为全球化的一种表征,多边国际制度对国家自主性的影响也具有双重效应。一方面,通过汇聚在某个特定领域的“原则、规范、规则和决策程序”[17],国际制度对缔约国的行为做出了规定,从而使国家的偏好、意愿与能力受到了约束和限制。由于决策权威的转移,一些社会行为体在国际层面上实现了原本在国内层面上无法实现的目标,取得了对国家以及其他社会行为体的优势地位。但另一方面,当国家与一些社会行为体在偏好、意愿上发生了冲突,而这些社会行为体可以在国内政策过程中阻止国家目标的实现时,国家可以转向国际制度来突破这些封锁,从而实现自己的意愿。因此,国际制度既可以削弱也可以增强国家的自主性。而后一种可能性,由于国家相对于其他社会组织(企业、非政府组织等)独一无二的特殊位置而大大增加了。
