which指 natural rate of unemployment 啊……
the rate below which inflation has taken off on the past.即当失业率低于正常失业率时，通货膨胀就要发生了。

这可能是你没理解意思吧按通常理解应该是通货膨胀然后失业率高
而这句讲的就是失业率低然后发生通货膨胀。
